F2-rejected when F1 in stem OPT

Hi All

I recently got married and wanted to bring my wife to US in F2 Visa. I am currently in F1- STEM OPT (ending Jun-2019). Her F2 Visa got rejected stating 214 (b) as reason. We got married in Feb-2018 and applied for VISA, 2 weeks after marriage with all proper documents.

My Status: MS in EE (graduated May-2016), Currently working in Intel Corp as Sw Engg, STEM opt ending in Jun 2019 (more than 15 months remaining)
Her Status: ME in ECE, Currently unemployed after her Master's graduation until now.

Visa interviewer asked for my OPT end date (Ans: Jun 2019) and what we are going to do after that (Ans: we are planning to return to India).
Not asking any further questions, the VISA has been rejected.

Two things:

Not sure why exactly the VISA has been rejected. Is it just based on my STEM OPT end date?
Secondly, I am not clear on what should I do now.
My options currently are,
1. Wait for H1B (since it is based on lottery, not sure when I will get through it)
2. Reapply for F2 again (without much change in my status or her status, will this option be helpful in getting visa approved on 2nd attempt)
3. Can I apply for Tourist Visa B1/B2? (With her spouse (me) in US and recently F2 getting rejected, will this option be any helpful?)

You may like to run the scenario by the firm of Murthy in Chennai. She can of course apply for the F2 visa again and may get a more sympathetic Officer this time.

F2 is tough to get, B1/B2 is not applicable for your spouse, wait for your H1B approval and then apply for H4 which will have a greater chances of approval.

 As said have her apply again. You may like to approach the firm of Murthy in Chennai for guidance.
