L1B Individual Denied Extension and i94 Valid until Apr 24

I am in the US with an L1b Individual, my extension on premium case got denied. I have a i94 valid until Apr 24th. What are my options to have a legal stay here and also have work permit? My spouse is on H1B with validity until 2020 and i140 approved.

Can I try my luck with L1A filing or try and process an H4 and EAD?

Can I file H4 and EAD and return to India work from there until my EAD is approved? Or will the processing stop if I exit the country?
