AOS - Indian passport renewal - CGI does not approve the application

We are on pending I-485 and EAD status.  My minor child was born in India and his indian passport will expire this February.  I have filled the application to renew his passport and went to CKGS in November, they sent me to CGI to get the approval from them since he was on AOS and doesn't have a particular status(since kids do not need EAD, I have not filed one for him).  CGI asked us to leave the application and asked to wait about 4 weeks to give the approval.  It is more than 3 months now and they never called me.  I went several times and sent emails but always got a response to wait until they approve the application.  It was unclear who need to approve this application, they say "it is confidential".  Any suggestions?

Send email to the Ambassador and secondly to the Indian Minister Of External Affairs letting them know that you do not appreciate this delay as an Indian Citizen..
