First Time H1B Visa stamping in Toronto/ COS L1 to H1B

Dear Members,

Please advise. I currently have an approved H1B petition and would like to apply for a visa stamp in Toronto, Canada. I last entered USA in 2012 on L1 visa stamp and subsequently changed my status from L1B to H1B. Given this, this would be my first H1B Stamp. 

Given the above,

1. Can I apply for H1B stamp in Toronto, Canada?

2. Will there be an issue as I completed my education in India and did not pursue education in the USA or Canada;

3. If not Toronto, which US Consulates in Canada accepts Third Country Nationals for first time visa stamping?

Any information would be appreciated.
