H4 Case Was Rejected Because I Did Not Sign My Form

My dependent visa rejected message below:

we rejected your Form I-539, Application to Extend or Change Nonimmigrant Status, Receipt Number WACXXXXXXXXX, because you did not sign your form. We mailed your case back to you, including any supporting materials

so far i have not received my packet from USICS. my h4 case was initiated to USICS on 01/09/2018 and we got the receipt on 01/18/2018. 

I-94 For my dependent is going to expiry on 02/20/2018.  can i know how long they can still stay in US? 

Secondly, how long it will take to receive the packet from USICS which i have submitted?.

Now you know the reason for rejection, just send a new application with all required documentation and processing fee.  If you know the previous check number, ask your bank NOT to process (VOID) that check.
