Dropbox option after H1 transfer's 1st denial and then approved

Hi,

I was with employer A and joined another employer B with valid H1 stamping. But my H1B stamping expired on July/2017 and my H1 transfer with employer B was still in process. In Oct-2017, my petition for H1 transfer got denied from USCIS. So I came back to India. I again filed a fresh petition with Employer C and got it approved on Jan-2018.

While filling the application for Visa, I have faced one Question as given below.

Have you ever been refused a H-1B (temporary occupation, temporary worker or trainee) visa before?(Yes/No). 

 

So, for above question I have to Answer Yes or No ? and is I am eligible for Drop Box ?

 

Please advice ..!

The answer is NO because the denied one is not a visa it is the i-129 petition and we are in the same boat and I am eligible for DropBox.Inboxed my details.Give me a call will discuss over the call.I am also in India and planning to go for dropbox submission next week in Hyderabad.
