Can employer Withdraw H1B Extension and re-file for a different client?

H-1 Extension was filed prior to the H-1 petition's validity end date - Client A; Location 1.

i) The current project is ending soon. Can the H1B sponsor withdraw and refile H-1 extension with LCA for new project location (Client B; Location 2) if the original H-1 petition is no longer valid?

ii) Does H-1 status get impacted if the extension petition is withdrawn? Please elaborate.

Can H1 extension (filed when I797, Visa & I94 was still valid) be withdrawn & New (cap-exempt) H1 be filed (when original h1 is no longer valid), based on the receipt number of the H1 extension?
