But my sister's husband's J1 is going to expire June-2018. What is the process to file GC for Sibling and her family(husband and daughter-9 years).

Filing an Immigration petition for them will mean they may not get a tourist visa or another J1 in future. They will also have to maintain their own status here till the PD is current.
