H4 to H1 COS

H4 to H1 COS is filed in April,2017. Now, got RFE  and I think, RFE will get clear up to Jan,2018. Due to some personal reasons, I am travelling to India in first week of December. So my questions are:

1) Will it affect only COS or  will it also affect H1 approval ?

2) Can I get H1 stamp in India before coming back to US or I need to apply for COS again after coming back to US?

1. Only COS. The H1 petition will be decided on merits.

2. You need a H1 visa to return if the petition is approved.
