Visa fee payment for Matamoros, Mexico

Hi,

Can some one please help me with, on how i can make a payment for booking a visa appointment at US Consulate, Matamoros, Mexico. It says payment to be made at local bank in Mexico. There is no any credit/debit card option available on their site.

My current US Visa expired on September 30th 2017, can i get Mexican visa on arrival? Is there something i need to do prior to my trip??

Can you also please do suggest , if its the safe place to go for a stamping with family.

Just for information :

Even if you are going to any location in Mexico, you can pay fee at any location in Mexico.

Once fee is paid, its valid for 1 year.

You can re-schedule interview dates & location upto 3 times within Mexico with that paid fee.
