F1 to H4 COS: Does F1 status needs to be maintained?

Hello, 

If a person files for COS from F1 to H4 through marriage in US do they need maintain the F1 status while COS is pending?

My fiancee is currently on F1 visa and we are planning to get married by this month and apply for COS right after the wedding. Her current quarter ends in December and next one starts in January. We are planning to take a quarter off for personal reasons and also to avoid international student tuition. While COS is pending does she need to maintain her F1 status?
