H1-Extension-Additional review

My H1 extension was applied in March 2017 in Premium processing. Got an RFE and responded to RFE. Its been 5 months and status is still showing as "RFE response received".

1. My employer called Service center and they said it is in "Additional Review". When employer mentioned it is in PP, response was there is no time limit for additional review. Have any of you heard about "Additional Review"? Is it similar to Security / back ground check?    

2. My I-94 Expired 5 months back and i have only 3 more months, before i hit 240 days which makes me think of options. Is changing the employer and applying for H1 transfer an option?  I mean if i apply for a H1 transfer, should it wait for the decision of my h1 extension? 

3. In case my extension is denied, can i immediately apply for a new h1 with the same/different employer? (I have approved I-140) or should i leave?

I am working in EVC model with 10+ yeas of exp.

Please suggest any possible options which can help me get into a safe status... Thanks

At this time following the current trend I would suggest to let it be and don't make repeated queries , If it is filed under PP they are right for additional review they don't have timelines .. they are probably doing some checks on your employer 

Good luck to you but have a plan B
