H1B stamping in India and eligibility for drop box facility

I am on H1B visa with first visa extension till March 2018 and my H1B can be extended till 2020.

I will be traveling to India in February 2018 with my visa expired in passport (Visa stamped till March 2017).  I have to stamp my visa in India.

Q1. Am I eligible for drop box, as I have visa stamped till March 2017 in my passport and I am travelling within an year (Travelling in Feb 2018)?

Q2. My current extension expires in March 2018, so should I file and get the new H1b extension prior to travel and then travel to India to get the stamp of longer duration ? 

Q3. Is it a safe time to travel to India in this case?

1. Yes (as far as visa expiry is concerned. You should meet other criteria as well to meet the eligibility)

2. Absolutely. That is a better use of your time and effort.

3. Yes (it is safe to travel to India at any time of the year)
