H1b maintain valid status

Hi
I am on H1b until Sept 30 2017 with Company A (Consulting firm) and currently not in project (No Payroll) as the Extension not filed by Company A. But, I got another FTE with Company B  (US based client company) and Transfer was filed on Sept 15 (before the visa expiry).  Company B is not ready to provide joining date unless the transfer is completely approved. Upgraded the transfer to premium on Oct 3rd and Received RFE on Oct 19. My attorney asked to fill the corresponding subjects (from transcripts) for each of the job duty in the transfer petition. I am from Electronics background with 3 years of experience in IT.

1. What are the approval chances for this RFE?

2. Attorney mentioned as the transfer is filed on time, I am in continued status (although the payroll is not processing) until the case is adjudicated. Is my current status is a continued status? or it comes under the 60 day grace period?

I have below 2 options if my transfer gets denied, trying to find which one is safer. 

3a. Will I be out of status for all these days from Sept 30 as of the day when H1b gets denied, if my h1b transfer gets denied.
My husband is on H1b too. Should I file COS to H4 while waiting for the RFE to be answered. Will that be helpful to maintain valid status.

3b. While my RFE is answered, how safe is it to file another transfer with Company A again as I got another project with Company A which is a consulting firm.
