H4 Transfer from My H1 B to on my spouse H1 B

I request your help on the below given situation.

I and my wife both are working on H1B Visa. I have two H4 dependent kids added on my H1B. Currently filed H1 extension but In case if my current H1 b status becomes inactive (H1 X denial) and My wife will continue to work in US on her H1 visa valid till 2020.

I needed to transfer my kids H4 Visa to my wife's active H1B.

1. What is the process of transferring H4 dependents from my H1B to my spouse H1B (within family)?
2. Can i do transfer of my H4 dependents after knowing my H1 B extension status (by then their i94 might expire including mine) to on my spouse H1B ?
3. Should i do right away my H4 dependents transfer irrespective of my H1 b extension petition status ?
