H1B visa Stamping Without Client Letter

1. What Happens if stamping is unsuccessful?

2. Can we try with another employer B?

1) You cannot enter back to USA if your stamping is unsuccessful. 

2) Yes. New employer must apply for H1B and after getting approval you must go for stamping.

I donot know. Experts can advice. I feel not since your stamping is un-successful. Its like you cannot transfer it to new employer. New employer must submit NEW petition

Only if you have been already worked on H1. If you have never worked on H1 status then your new petition will be cap subjected.
