Changed Employer,but new employer not transferring the I-140

Hi,

I am currently with employer A and my I-140 was approved with employer A in Nov 2016 and I will be completing my 6 yrs timeline by April 2018. Now I have a new job Opportunity with employer B and I am planning to move to employer B. Assuming the H1B transfer from employer A to employer B will go smooth. Below are my questions.

1. Within what time the new employer B should start my PERM and I-140 process again ? 

2. What If employer B will not processed my PERM and I-140 and I switch to new employer C after 1 year, Can I still use my old I-140 which was Approved from employer A to have the PERM and I-140 processing for employer C ?
