Upgrade to Premium Processing increases risk of denial?

Hi, I have received an RFE on my H1B 2017 petition asking if my education is related to the work I do. I have a masters in Computer science and I work as a Java Developer. USCIS has received my RFE response on October 5th 2017.

My questions are:

1) Does USCIS respond to the RFE within 60 days? (So, I should hear of a decision by Dec 5th 2017)

2) Does upgrading to premium processing mean more scrutiny and increased chances of denial ?

USCIS doesn't have any rule that says responses to RFE's would be reviewed with in 60 days.

Also it is a misconception that many people that premium processing increases chances of denial. Being processed in Premium doens't alter the chances of approval or denial. It all depends on the worthiness of the petition.
