How many days it takes to get Canada visa at NY office?

I would like to plan to go Canada for h1b stamping between 21 to 25 November. But before that I will have to apply Canada visa. Can someone please let me know how many days it takes to get Canada visitor visa if I were to apply now? Website shows 19 business days but not sure if it is accruate?

I applied by mail couple of times, 

As per my knowledge,

On an average, it takes 3 weeks.

One more question. Few years before I applied in person, but seems they have three options now. by mail, online or in person. Do you know which is a faster/better way?

you submit your application online with the application form and all other necessary documents. Then you will review ur documents that u submitted online and will ask for your passport. 

Mostly you should get the passport request from 1 day to 7 days.

 

And you send them ur passport. it will take a week to 10 days to get ur passport back.   

 

in total the process may take any where from 10 days to 20 days no more than that.
