H1B Transfer on Receipt number

Hello,

I am an employee of company A and working as a contractor at a client location. my H1b  and i-95 are expired on sep 12th 2017. my employer has applied for my H1b extension as regular processing on sep 5th 2017 and i got the receipt number. Now, I got an opportunity from company B as a fulltime employee. 

i have couple of questions:

1. company B can do H1b transfer with my receipt number?

any help is greatly appreciated

Have B file with PP. Then leave and return with the H1 visa.
