He is planning to travel early next year by which time he would have completed around 18 months since his last visit to the US. Please advice on steps that need to be taken so he does not have any issues at the port of entry.

A person who has a GC has to live in the US and can visit countries abroad. This may seem a minor thing, but it is very important. If he mentions to a consular officer or at the POE that he couldn't visit the US, it would put his GC in grave danger.
