H1-H4 conversion while 221g is under process

Hi,

my husband got 3 years h1b visa approval and he went for stamping and it was in administrative process(221g) since 4 months and his passport was returned during the interview. I'm in my opt status and I applied for h1b this year April 2017 and my case status was still pending can my husband come to usa on f2 visa (dependent on me) and transfer his pending h1b petition to new client? Or should he be in h4 status to do this?
