H1B transfer after 6 years without I140 receipt number

Friends,

Need help on this. I'm with my current employer for last 7 years. My I 140 was approved 3 years back but he never shared the Approved document. I do not even have a Receipt number. Now I'm planning to change the employer. New employer is asking for I 140 Receipt number to transfer my H1b.

I have Alien registration number on my current I797 (H1 extension), is it enough to apply for H1 transfer? I submitted FOIA request for I140 but that will take another 3-4 months.

Please let me know if anybody transferred H1 without I 140 receipt number before?
