Regarding opt

This is Thambidurai Karutha Thandavarayan from Seattle, Washington. I am an International student from India  and I have completed Masters in Business Administration in United States University, San Diego on March 2017. I would like to seek a admission for a second masters from another university for Information system engineering and management program . I have some questions regarding opt. I had applied the OPT for my first Masters on Dec 2016  it has been 280 days since i applied opt but i have not received any decision till date. So my question is Am I eligible to apply OPT for my second masters if i get admission from another university since no decision has been made on my first masters OPT case. I am really confused and I would really appreciate you if you could give me a response on this so that it will be useful for me.
