Iam on H1B Visa from Feb 2014 to till date and as per tax I am Reisdent Alien based on the substantial test i.e. I am present in the US for more than 183 days each year from 2014 to 2017. I have filed tax from 2014 to till date Please let me know if i fall under qualified Alien and can I apply for IRMA Hurricane assistance Regards Mahadev

I dont think people on visa can avail any Govt Benfits The OP confused that with tax residence. People on H1 are usually tax residents based on the Significant Presence test in IRS Publication 519. As per http://www.houstontx.gov/na/Harvey-Resource-Guide.pdf US citizens, LPRs, cashless, refugees, and a few other categories are eligible for aid from FEMA. People in H1 apparently are not eligible.
