Change employer after I-140 approved

Hi,

I got my I-140 approved on March 13th 2017 by company A, based on this I got my H1B extension for 3 year (till March 2020). Now I wanted to join employer B some time in Nov'2017. Company B says that they will file my H1B transfer now and will file PERM application within next 1 year.

Question: Is it OK if company B files H1 transfer now and file PERM application within next 1 year? Will there be any risk in joining company B?

Question: What if company A revoke I-140 60 days after I leave? Will my new H1B with company B still be valid till March 2020?
