RFE on level 1 wages

Hello,

I applied for my H1B extension in may. I get an RFE on my LCA couple of days back. 

It says that my work doesn't seem to be an entry level position despite the wage classification selected in the LCA.   Asking for 

Letter explaining how this wage level is related to the specialty occupation selected 

Documentation to support that the level 1 wage designated in the LCA corresponds to that position.

In my LCA Job title: Programmer Analyst

SOC Code: 15-1132

SOC Occupation Title: SOFTWARE DEVELOPERS

My Employer is saying that we open a new H1b petition with level 2 wages and once we get the receipt notice, will withdraw old H1 petition.

Is this approach a better one?

Are there any one who got this RFE got any reply from USCIS? If so, can you please provide me the details?

Hello I am stuck with the same issue ? Did you revoke the first petition and apply for the 2nd one ?
