Can CGI reference number be same as previous application?

I applied B1/B2 visa for my in-laws in April 2017. Unfortunately their visa was rejected. I am applying for their B1/B2 visa again in Sep 2017. I filled DS 160 forms. However, when I apply for their visa, I am getting same CGI Reference Number as previous application which I applied in April 2017. I am not sure if CGI Number can be same or not. There is no customer service number  I can call to either. Would you please help?

CGI reference will be the same as long as you are using the same login information.
