SEVIS Completed . Reinstatement ? or New Visa?

Hi ,
I recently completed my OPT and grace period ended today.
I have transferred my SEVIS from current University to New university which i got admitted into but the status of my SEVIS is completed (Like terminated as my stay is completed).
I applied for MBA with New university and they received my SEVIS in completed status . so they gave me and option of reinstating the SEVIS or go back to home country have the visa process again, have a visa and come back to US.
Which one is the better option?
and im counting the risks, going back to India and having a visa might raise a question at visa interview why again masters and all
I dont know what are the risks if i apply for reinstatement of SEVIS. does it effect my reentry to US if it gets rejected ? or if approved does this reinstatement of sevis have effect in future somewhere ??
