But she had to go to India before her I485 could be approved (or AP approved) and before biometrics. In the meanwhile, my GC got approved. So she needs to do counselor processing outside before she can enter. Can she transfer her I485 application to counselor processing?

The paper work is very straightforward assuming you have a decent paying job and you file for taxes. However, the waiting time can be about two years. Hmm, wrong. As pontevecchio said, the process is called follow-to-join. This applies here because they were married before the OP got the GC. There is no wait time.
