H1B, RFE Replied in Oct 2016, Case is still in progress

Hi ,

I filled H1B in April 2016 and got RFE in October 2016.

My petitioner replied to RFE immediately in Oct 2016, but my case status is still showing in Progress.

Not sure on the delay, I guess it is already crossed TAT to get update from USCIS..

Please assist on how to proceed with my case..

• 1. My case status is " Response To USCIS' Request For Evidence Was Received" since Oct 16 
•  As a Beneficiary, I called USCIS front desk to check the status, I was updated that there is no update on the case logs and they forwarded my case for progress/ updates , they also told me that after my petitioner replying to RFE, USCIS had crossed the time line to respond , may be they neglected 
• Can I still expect positive response , since it already crossed 180 Days by USCIS ?.
•  
• 2. My Petitioner had filed H1B with Client A, Can my petition switch to other client B when my case is still not approved ?
• 3. After Case is Approved by USCIS and Before attending Stamping interview, If for some reason Client A had stopped its Services , 
• Can my Petitioner change the Client after getting my case approved?
