F1 visa after H4 expiration or Revoke

Hi,

A friend of mine nearing the H4 expiration and there might be chance of H4 revoking also. But she has admission from University in US already. 

My question is, to convert to F1 can she wait till H4 expires and go for visa stamping. Or does she need to apply for change of status ( COS) even H4 is expired. She has gone through proper process to get i20.  

Any input is really appreciated.

She can wait till H-4 expires and then go for visa stamping. She can also apply for COS from within the country.

At present she is in India. I think waiting is the best option for her as it will be expired soon.

But Can she start her F1 process before the expiration. i.e. applying for i20 and booking visa slot process.

As she is abroad, the H4 is irrelevant to her. She can obviously apply for a F1 visa. Why does she not have the I20 yet?
