Dropbox application submission

My mother's visitor visa required renewal, she does qualify for Dropbox submission, we have completed all formalities now I just need to know whether she herself has to go to submit the Dropbox package or one of our relative can submit the package on her behalf?

Any one can do, they would give a confirmation slip that application has been received and you need to check status online after that.
