H1 Transfer in premium processing

I traveled on H1b in Dec 2015 on ‘A’ company (Petition valid till 07/07/2017)and later transferred my H1b to ‘B’ company in USA(Petition valid till 06/20/2017).. Due to family health emergency came to INDIA in Oct 2016.
There after working in offshore till the date. I stayed in USA only 11 months of time.
My Visa got expired on 07/07/2017. I want to apply  h1 transfer from INDIA under Cap exempt.

Whether I am eligible for new resume premium processing for certain cap exempts rules.

I need one more small information regarding eligibilty of dropbox for VISA.

1.I am here in INDIA from August 2016 to till date i.e it is one yr.

Once premium processing is started and I am completed the transfer of H1b to new employer.Whether I am eligible for drop box?

As yesterday they resumed certain applications of H1b premium processing

my transfer of h1b come under new cap 2018 premium processing?

or 

it will come under an extension of stay
