H1B TRANSFER TO ANOTHER EMPLOYER WITH RECEIPT NUMBER before October 1?

I am on F1 Visa and working for Employer A. They filled H1 this year and got selected in lottery.It is not approved yet. Currently I am on leave with the expected returning date of August 1st but I wont be able to join them as I have shifted to another state and want to resign. Can any employer initiate my H1 B transfer with the receipt number I have ? Is it possible to do H1 transfer for the 1 st time also before it is approved?

What will happen if Employer A revokes it?Will I loose F1 also?

No, unless you start working for the original H1 employer on Oct. 1.
