Employer wants me to sign a 3 years contract after they filed my H1B

So here is my situation, my employer whom I currently work for under OPT filed H1B petition for me in March. Last week, they asked me to sign a 3 years working contract with them which I have not signed it yet. The contract said, if I leave the company within first  3 years of H1B, I will have to pay for all the filing cost(lawyer and application) in full, no adjusted rate.  My issue is with this is that this deal never broad up to me prior to filing the petition. If I knew that there will be a 3 years contract, I probably won't preocced with the petition filing. 

Please  let me know what are my option? Can I not sign it? Is the contract even valid?
