H-4 EAD and H-4 extension in process

Hi,

My H1-B extension is approved until May 2020. I have an approved I-140. My wife's H4 EAD and H-4 extension is in progress. Is there a chance that her H-4 EAD can be approved while the H-4 extension approval is still in progress? I ask because on the USCIS website under eligibility criteria, it doesn't mention anything about H-4 extension approval. 

Any help is appreciated on this.
