L1A visa extension/conversion after I140 approval

Based on current immigration rules (and ongoing changes in the rules), can I continue to stay in US beyond 7 years on L1A visa if my I-140 is approved? My L1A visa is going to max out by May 2017, do I have the option to apply for H1B conversion in April 2017 cycle?

I read this on USCIS site and not able to fully interpret this:

The new regulation does not make an L1A holder eligible for more L1A time because of an approved I-140. A switch to H1B should be possible but it does not seem that a change of status would work when the L1A expires in May 2017. It would be a smart move to talk with a lawyer for legal advice to strategize appropriately.
