Applying for EAD before getting Reinstatement Approval

Hi,

I have applied for the Sevis reinstatement. I  have not received my decision till now. The situation is, I should be applying for  OPT before Feb 9th (last day for applying for an OPT as I am graduated).

So, can I go ahead and apply for the EAD ? 

If I can, what is the process to send an updated I-20 to USCIS after I get the reinstatement approval.

Need to check with your DSO. Not sure you can apply when your sevis is not yet active.
