Can H1B Transfer while an amendment is pending with current employer

Hi

I am currently on H1B visa with my current employer and an amendment is filed by the employer as there is a change of location in job in regular processing. And now I got an offer with employer B and they are ready to do the H1B transfer in premium processing.

So

1) Can the new employer file H1B transfer while amendment is still in progress.

2) Are there any steps that need to be done while filing transfer.

3) What should I do if both the petitions got approved

4) What happens if the transfer got approved now in premium processing and say H1B amendment got rejected after 7 to 8 months as its in regular processing. Can I work for the new employer?

I am in the same situation as your my current employer is filling for a new LCA for a new contracting opportunity and at the same time my future employer )full time employment) is filling for H1B transfer. 

Can you please help me with this any suggestion are greatly appreciated.
