Need info on H1B renewal

Hi,

I am in my H1B 7th year extension and my priority date is June 2014. With the new I-140 rule(No revocation after 180 days post approval), Can I go to India, stay there for few years and file my H1B extension/renewal with the approved I-140 before my priority date is current and come to US for work.

If yes, Can any employer file my H1B extension/renewal?
