On H1B and about to get laid off

I am having valid H1B visa uptil April 2018 and If i get laid off how much time can i stay in USA without Payroll? What does new  rule of H1B Out of status for 60 days mean?

At this time, it is ZERO days.

If you are laid off after Jan. 17, a new rule allows up to 60 days, but it's a one-time thing.

For e.g. On Jan 13th I have been told to leave company then above rule doesn't apply to me or it does? And what does one-time thing mean?

Then the rule doesn't apply.

One-time thing means the 60 days can only be taken once.
