H1 Amendment in process and employer not paying properly.

Hi,

I am currently in a very bad situation. I got my H1 picked in lottery and approved this year for Client A. I moved to client B after my contract with client A was over and my employer filed H1 amendment in October. I am in verbal agreement with my employer that i will be getting my salary on percentage basis(He said he will be paying me 80 percent of the billing), but he has filed LCA for xxxxx amount only(which is very less compared to what i actually earn) and not paying me complete amount to what he has agreed earlier. Now i got a better opportunity from employer B, so i want to transfer my H1. Employer A is not sharing H1 amendment receipt number.

1. Can i transfer my H1 to employer B with out amendment receipt number. Will there be any technical problems?

2. I get email from hr of employer A with an excel sheet which contains my actual hourly billing and my work hours for each month. Will this be sufficient to sue him for not paying me properly?

3. Can i call USCIS to file a complaint?
