H1B Dropbox eligibilty

Hello All,

I am visiting india in Feb, 2017 and have to get my H1b Visa stamped. My current H1B Visa expired Sept, 2016.

2010 H1B Visa - Annotated "Clearance Received"

2013 H1B Visa - None

Am I eligible for Dropbox in Feb, 2017.

What should my answer to the below Question be:

My prior visa is not annotated “Clearance Received” or “Department Authorization”. ?
