H1b transfer filed from outside USA is stamping a must??

i) Can H1B transfer be filed/applied when employee is not in US when filing?

ii) Is visa stamping a must on approval in the above case (even if the original/first h1b visa is still valid). Please can you elaborate if it is not a mandatory.

A company can of course file an H1 for you if you are abroad.

You can enter with an existing valid H1 visa and a copy of the new H1 approval notice.
