Green Card for International Organization Employee

Hi, 

I would like to know if embassy employee (A2-visa holders, with no diplomatic immunity) can apply for green card under 'green card for international organization employee' while being a current employee at the embassy. 

USCIS mentioned that embassies fall under international organization.
