Request change from COS to Consular process while responding to RFE

I am on L1B right now, which will be valid till next March. I applied for H1B this year and got an RFE. RFE is not yet responded.

The H1B was applied with COS. I would like to change that to Consular process now. 

Can a request be made along with the RFE response to change the H1B process to consular.
