H1B renewal stamping after first stamping in Canada

Hello all,

My first H1 expired in Sep 2016. I got my first H1B stamping in 2014 in Vancouver and I am still waiting on second H1 to be approved.
I am with the same employer and same client from the beginning of my H1.
I have some quick questions

1. Will I be eligible for dropbox in India ?
2. Can I go to Canada again for second stamping as well ?
