Do we need Mexico visiting visa for H1 Stamping?

Do we need to get Mexico visiting visa before we go for H1 Stamping or we can get at the border? Please share inputs.

You can get the permit at the border also. That is the easy option.

Are you aware if permit is fine even if one's current H1b stamped visa has expired? And does this rule apply to all the different locations like US embassy in Tijuana,mexico?

Yes. Permit is fine even if your H-1B visa expired. It applies to all locations.
