H1B petition approved and expired , Applying for new one for transfer

Hi ,

My previous company applied for my H1B in 2012 and it got picked up in lottery and my petition was approved. Till 2015 I did not get any stamping done and hence did not have a H1 visa . My petition is currently expired.

Please let me know if any of the consultancies can now apply for a new H1B visa again under cap exempt , As I have my old approved petition copy .
